As many as 15 housing societies, IT parks, and commercial projects in Gurugram face uncertainty because the department of town and country planning (DTCP) still needs to initiate the takeover process even two years after cancelling their licences.

The DTCP revoked the projects’ licences in January 2021 after the developers failed to complete or even begin them for a variety of reasons. A month later, the department began taking over these projects and requested that the district administration devise a mechanism for doing so.

According to a DTCP notification, the department may take over a project for which licences have been cancelled. After the takeover, a project can be completed by the state government or a third party.

When the licences for the stalled projects were revoked, DTCP’s director general, KM Pandurang, directed the senior town planner of Gurugram to issue a public notice requiring allottees to submit their claims and objections to the district town planner’s office.

The DTCP had also asked the deputy commissioner of Gurugram to devise a mechanism for taking over the land of the stalled projects. Furthermore, the developers were told to share information about their projects, such as the number of units sold and any defects.

“The department initiated proceedings against the developers following the cancellation of the project licences,” a senior DTCP official explained. DTCP director general TL Satyaprakash said, “We will be doing financial modelling of all the projects and ensure no homebuyers face losses. The issue will be addressed at the headquarters, and all projects will be completed.”

Previously, on the orders of Chief Minister Manohar Lal Khattar, the DTCP recommended that the licence granted to Sare Homes in Sector 92 be revoked. Residents had flooded several government platforms with complaints about the developer.
